Tri-County Regional School Board Meeting

RCH Committee

The Director of Programs & Student Services submitted the final draft of a report regarding the establishment of an RCH (Race Relations, Cross Cultural Understanding, and Human Rights) Committee.  The Board made a motion to establish the RCH Committee.

The membership of the committee will consist of:

  • The African Nova Scotian Board Member

  • The Mi'kmaq Board Member

  • Nick Pippy, Shelburne Board Member (Alternate - Robie Atkinson)

  • Winnie Surette, Yarmouth Board Member (Alternate - Anne Moses)

  • Alvin Comeau, Digby/Clare Board Member (Alternate - Faye Haley)

  • Superintendent of Schools

  • Director of Programs and Student Services

  • RCH Coordinator

Digby Area Learning Association (DALA) Request

The Board made a motion to allow the DALA to move forward with their proposal for an expansion to the Digby Community Education Centre.  This motion stems from a presentation that was made by Clyde Baltzer at the October 2nd Board meeting.  The presentation was a follow up to an earlier request from Mr. Baltzer.

The Board's Operations Department will provide logistical support for the expansion.

Report from the Board Chair

The Board Chair Circulated a report at the meeting.  Some highlights of the report include:

  • June 21st - 30th:  The Chair was an observer at an NSSBA Directors' meeting; the Chair attended various school closings and graduations; the Chair attended numerous transfer appeals.
     

  • August 29th:  The Chair attended the Principals' meeting.
     

  • September 11th:  The Chair attended the official opening of the Arcadia School playground.

Report from the Superintendent

The Superintendent thanked the Operations Department for their efforts in getting the schools ready for the 2006/2007 school year.  Some highlights of the report include:

  • August 2nd:  The Superintendent and Board Member Pippy met with the Mayor of Lockeport to discuss concerns such as ground upkeep and maintenance at Lockeport Regional High.
     

  • The report noted a discrepancy in funding when the Tri-County Regional School Board (TCRSB) compared its numbers to the South Shore Regional School Board (SSRSB), and the Straight Regional School Board (SRSB).  All three Boards have roughly the same student population however there is a funding difference of $4,228,700.00 between the SSRSB and TCRSB; and a difference of $12,970,200.00 between the SRSB and TCRSB.  These differences represent less funding for the TCRSB when compared to the other two Boards.

School Advisory Council Meeting

The date & time for the next School Advisory Council Meeting is November 28th at 3:00pm.  This time is a change from the regular time of 4:00pm.

Annual General Meeting

The Board decided to hold its Annual General Meeting on November 7th at 6:00pm.  The first regular Board meeting for November will also be held on that day starting at 7:00pm.

Tri-County Regional School Board Meeting

Digby Area Learning Centre

Mr. Clyde Baltzer, Executive Director of the Digby Area Learning Association (DALA), made a presentation to the Tri-County Regional School Board (the Board) regarding a proposed expansion to the Digby Community Education Centre.  The proposed expansion includes a multi-purpose room, a science lab, and a staff room.

Mr. Baltzer explained that he is not seeking a financial commitment from the Board for the proposed expansion.  He stated that he will be seeking funds on his own.  However, since the Digby Community Education Centre falls under the jurisdiction of the the Board, it will need to approve Mr. Baltzer's proposal.

The Board did not make a motion on this matter at the time of the presentation but will make a decision at a later time.

Colorful Messages Program

The Board received a piece of correspondence from the Nova Scotia Liquor Commission (NSLC).  In the letter, the correspondent stated that the Department of Education has agreed to support the Ninth Annual Colorful Messages Program.  This program raises awareness of responsible enjoyment of alcohol.

This program is offered to students in grades 4-9.  Students are asked to draw a 'plan ahead' message on plain paper bags that are provided by NSLC.  The bags are then distributed to customers at NSLC locations.

The Board made a motion to participate in this program again this year as it has done so in the past.

Finance & Operations Committee Report

The Board approved a motion to provide extra bussing in the Barrington area due to the increase in students at Barrington Municipal High.

The Board approved a motion that it donate one surplus school bus to the Barrington Ground Search & Rescue for the nominal fee of $1.00, with the understanding that the bus is bought as is.
